Speaker Bio

Dan retired from the Kansas Highway Patrol with the rank of Captain, after 23 years of service. During his tenure as Captain, he was responsible for administering the Motor Carrier Safety Assistance Program (MCSAP) for the state of Kansas. While running the MCSAP program for the state of Kansas, Dan was responsible for the development of Trucks On Patrol for Safety (TOPS) program, which partnered the motor carrier industry and enforcement community for enforcement of safety violations occurring around commercial vehicles. He was instrumental in the implementation of the state of Kansas CVIEW and new collision reporting software, which integrated the automation of the data entry into the SafetyNet system.
Dan retired from the Kansas Highway Patrol in June of 2011, when he became the Missouri Division State Programs Manager for FMCSA. In December of 2013, he became the Division Administrator for the state of Illinois. In 2022, Dan transferred to the Office of Research and Registration at FMCSA Headquarters and is currently the Team Lead for Phase 1 (Heavy Duty Truck Study) of the Crash Causal Factors Program in the Crash Analytics Division.
