A transit system or entity (either public or private) responsible for administering and managing transit activities and services. The organization provides local or regional multi-occupancy-vehicle passenger service. Transit agencies can directly operate transit service or contract out for all or part of the total transit service provided. Organizations that provide service under contract to another agency are generally not counted as separate systems.
