Transportation Improvement Program (TIP)

A program of intermodal transportation projects, to be implemented over several years, growing out of the planning process and designed to improve transportation in a community. This program is required as a condition of a locality receiving federal transit and highway grants. The TIP is developed by the Metropolitan Planning Organization (MPO) and must include a financial plan which demonstrates how the program can be carried out, resources from public and private sources that are reasonably expected to be available, and innovative financing techniques, programs, and strategies. Before approving the TIP, the MPO must provide citizens, affected public agencies, representatives of transportation agencies, private transportation providers, and other interested parties with reasonable notice and an opportunity to comment on the proposed program. Under SAFETEA-LU, the TIP is to be updated at least every 4 years.
