State Transportation Improvement Plan (STIP)

A statewide, multi-year capital improvement program of transportation projects on and off the State Highway System, funded with revenues from the State Highway Account and other funding sources. The STIP must include capital and non-capital transportation projects proposed for funding under Title 23 of the United States Code (highway funding) and Title 49 USC (transit funding). The STIP must be approved by the FHWA and FTA before federal assistance may be awarded. The statewide planning process is to be coordinated with metropolitan planning and statewide trade and economic development planning activities. Two or more states may enter into planning agreements or compacts for cooperative efforts and mutual assistance. The STIP is to be updated at least every 4 years.
