A formula program which provides additional support to recipients of Section 5307 and Section 5311 formula programs with high rates of population growth and those that are most densely populated. Approximately 4% of the overall formula program to states based on population trends is allocated to the Growing States and High Density Program. The amount of Section 5340 funds apportioned to each state are distributed between urbanized areas and rural areas based on the ratio of urban/rural population within each state. The High Density States factor distributes the other half of the funds to urbanized areas within each state with population densities in excess of 370 persons per square mile.
