Rural

All areas of a state that are outside the Federal Highway Administration approved and adjusted census boundaries of small urban and urbanized areas. As used in U.S. Census data, towns, villages and surrounding areas with a population less than 2,500. Many define rural as areas with populations less than 5,000. Other federal agencies may consider areas with a population of 50,000 or less as rural (or non-urban) for grant purposes. (Note – there is no uniform definition of rural.)
