Transportation services delivered by bus, rail, or other conveyance, either publicly or privately owned, that provide regular and continuing general or special transportation to the public upon payment of a fare, but not including school buses, charter or sightseeing services. Public transportation may not be reserved for the private or exclusive use of one individual or group. "Public" in this sense refers to the access to the service, not the ownership of the system providing the service. (See Mass Transportation)
