Person Who Is Handicapped
An individual who has a physical or mental impairment which substantially limits one or more major life activities. "Handicapped person" means any person who, by reason of illness, injury, age, congenital malfunction, or other permanent or temporary incapacity or disability, is unable without special facilities or special planning or design to use mass transportation facilities and services as efficiently as persons who are not so affected. Persons who are handicapped include ambulatory persons, whose capacities are hindered by sensory disabilities such as blindness or deafness, such mental disabilities as mental retardation or emotional illness, and physical disabilities that still permit the person to walk comfortably, or a combination of these disabilities. It also includes a person who is semi-ambulatory who requires special aids to travel such as canes, crutches, walkers, respirators, or human assistance, and a person who is non-ambulatory person who uses a wheelchair or wheelchair-like equipment and needs assistance to travel. Instead of using the term handicapped person, you should always refer to individuals in people-first language (i.e., person who is handicapped).
