A cooperative arrangement between transportation providers and organizations needing transportation services. Coordination models can range in scope from shared use of facilities, training or maintenance to integrated brokerages or consolidated transportation service providers. The Federal Transit Administration defines transportation coordination as, "a process through which representatives of different agencies and client groups work together to achieve any one or all of the following goals: more cost-effective service delivery; increased capacity to serve unmet needs; improved quality of service; and services which are more easily understood and accessed by riders." It further specifies, "Coordination includes joint decision and actions of a group of agencies with formal arrangements to provide for the management of the resources of a distinct system."
