Congestion Mitigation and Air Quality Improvement Program (CMAQ)

An air quality program administered by the Federal Highway Administration (FHWA). The program's objectives include improving the nation's air quality and managing traffic congestion in those urbanized areas that have been designated as non-attainment air quality areas. CMAQ funds are provided by the federal government for either transit or highway projects that contribute significantly to reducing automobile emissions that cause air pollution. Eligible activities under CMAQ include transit system capital expansion and improvements that are projected to realize an increase in ridership; travel demand management strategies and shared ride services; pedestrian and bicycle facilities; and promotional activities that encourage bicycle commuting. Funds are apportioned to states based on a formula which considers the severity of air quality problems.
