Abstract

Most roads in the City of Madison, South Dakota were built more than 30 years ago, with chip seal as the primary maintenance practice. However, such treatments only provide temporary solutions to the surface and do not improve the structural deficiencies. To prevent accelerated pavement deterioration at a large scale, the City tries to implement Pavement Management System (PMS), which assists decision makers in finding optimum pavement maintenance strategies with limited budget. The goal of this project is to provide the City of Madison with the PMS.

Three major steps were performed during the implementation of PMS, which are database setup, development of pavement performance models and Maintenance & Rehabilitation (M&R) plan recommendations. Issues and possible solutions and strategies were identified through the process. Results show that pavement maintenance in Madison is underfunded. Hence, additional funding is recommended for pavement maintenance and repair. Among a range of M&R plans, two plans were recommended due to the improved pavement performance by optimizing major repair sequence and by selecting appropriate preventive M&R strategies.
