Abstract

This paper outlines historical circumstances, changes to labor law and negotiations between unions and railroads that have led to reductions in train crews. The author suggests that, in the wake of a fatal Amtrak derailment in Philadelphia, Amtrak and commuter passenger authorities should err on the side of safety and place an assistant in locomotive cabs along with the engineer.
