Abstract
In order to meet the requirements of the Government Performance and Results Acts of 1993, states are changing the focus of their commercial vehicle safety plans to a performance-based paradigm. Under the Motor Carrier Safety Assistance Program (MCSAP), the Federal Motor Carrier Safety Administration (formerly the Office of Motor Carriers) has been working with the states to develop comprehensive commercial vehicle safety programs, and manage them in a performance-oriented manner. These programs include driver and vehicle inspections, compliance reviews, traffic enforcement, industry education, public outreach, and other commercial vehicle safety activities.
The main purpose of this project is to provide state MCSAP personnel with a sufficient understanding of a performance-based system to implement it in their state programs. It provides an overview of the performance-based process, and specific guidelines in preparing a performance-based Commercial Vehicle Safety Plan (CVSP).
