Developing a Long-Range Transportation Plan

All urban areas of more than 50,000 residents are required to complete a long-range transportation plan (LRTP) in order to receive federal transportation funding assistance. The purpose of the LRTP is to identify needs, develop projects to address those needs, and prioritize the projects to help ensure the efficient and effective expenditure of public dollars.

Brian Gibson, Fargo-Moorhead Council of Governments

Brian began working as the Transportation Analyst at Metro COG in May 2001. Since then, he has been promoted to the role of Transportation Planner, a job he has had since 2004. In his time at Metro COG, Brian has completed or managed many planning studies, including the Fargo-Moorhead Downtown Framework Plan, the Bicycle-Pedestrian Bridge Lifespan Study, the Dilworth Transportation Plan, and the 12th Avenue North/15th Avenue North Corridor Study through Fargo and Moorhead. He holds a B.A. in Economics from Moorhead State University, and he attended Graduate School at NDSU in the Natural Resources Management Department. His thesis work involved an attempt to quantify the relationship between traffic volumes and the market values of adjacent residential properties using the hedonic valuation method. Brian grew up in Wahpeton, North Dakota.
