TARC Experience

The Transit Authority of River City (TARC) is a public transportation provider based in Louisville, KY that provides service through 52 routes in five counties, including southern Indiana, to 15.8 million customers. TARC operates a fleet of 264 buses and trolleys and 80 paratransit vehicles. Like many other public transportation agencies, TARC is facing challenges in the form of increased demand for service, increased fuel costs and budgetary constraints. In June 2008, through the outreach activities of the Small Urban & Rural Transit Center (SURTC), Marc interned in the Planning Department at TARC and worked on numerous projects surrounding system operations, equipment and agency financing, long-range planning, and research. Projects included the analysis of ridership data to determine the influence of increased fuel prices on ridership levels; the drafting and development of long-range transportation planning initiatives in partnership with the Mayor's office to determine the best strategies for the city of Louisville; the design of Public Private Partnerships (PPP's) in transit and to determine the best strategies for the city; a financial analysis of the financing structure of "peer transit systems" as a means of benchmarking financial capacity, and the development of an alternative fuel vehicle investment model. In this presentation, Marc gives a detailed discourse on some of these projects as they pertain specifically to TARC and the U.S public transportation industry in general.

Marc Scott, PhD Student – NDSU

Marc Scott, Graduate Student, Small Urban & Rural Transit Center, UGPTI, Marc received both his BS in Business Economics and MS in Transportation from South Carolina State University and is presently pursuing his PhD in Transportation and Logistics at North Dakota State University, where his research interests include urban transit, transit finance, travel behavior, travel demand forecasting, and strategic planning. Marc's interest in transportation began while working as an investment banking analyst at Citigroup Global Markets Inc. where he conducted financial analysis in the airline, shipping, storage, container, trucking, and railroad industries and also did project work in structured finance products in conjunction with the World Bank to finance, through bonds, transportation systems and facilities in developing countries. It is through that particular experience Marc took interest in urban transit systems and how they are planned, financed, and managed. Other transportation and logistics experience involves work as an analyst at Sears, Carolina Capital Investment Corporation, the National Gas Company of Trinidad and Tobago, the National Helicopter Services of Trinidad and Tobago Ltd., and at Unilever Caribbean Limited.
